Can't remember this 80's or 90's action flick.?

I have this obscure memory of watching a scene from a movie, and I'm
desperate to have the movie identified. I have no real interest in
actually watching it, but I feel the need to have this little "life
mystery" put to bed, case closed.

So I only watched this short scene, because the violence scared me,
and I ran upstairs. The movie must have been an 80's-90's action
movie, because I couldn't have been more than 8 or 9 when I saw it on
what I think was HBO (back when it was included on basic cable!).
Here's the scene I saw, play-by-play of what I remember:

A guy who looks eerily similar to Tommy, the Green Power Ranger, is
having a training montage in a dim gym, lifting free weights. He's
all sweaty and working out. Then he goes into this pit/cage fighting
arena, and enters the ring. It looked like a small cylinder, with
fence up the sides. Then, this rather hulking guy enters - the
typical handsome normal-sized man versus hairy ogre-sized man thing.
Anyways, the arena is packed. It looked like an underground
operation. They start fighting, but suddenly the leader of the
operation presses this button which unleashes weapons into the fight.
Suddenly, the ogre-man grabs an axe and cuts off "Tommy's" head. The
camera shows a horrified blonde, and the scene ends with the camera
slowly floating above and away from "Tommy's" dead body. I also
remember that there was some sort of team dynamic between "Tommy" and
another guy (possibly black or asian?). Anyways, they're like trying
to infiltrate the operation or something like that.

Thanks for ANY help you can provide. I realize how insanely obscure
this all sounds, but it's driving me nuts, that I might never know
what movie that was.
