Who do you think was the scariest Disney villain?

I remember Frollo from The Hunchback of Notre Dame used to scare the
crap out of me. He wasn't even that scary looking, but he killed a
lady and right after that was going to drown a really ugly baby.
That's enough to make me creeped out. And that freaking Chernabog from
Fanatasia- that thing made me die inside. It's practically a large
satan with a huge army of zombies on a mountain.
